How is this different from the previous certicate monitoring?

This monitors local certificates installed on the local Windows system.

These certificates could be used for any purpose.

The web "SSL" monitor checks the certificate offered by a web server specifically.

 

Examples of what certificates you might monitor:

SQL Server certificate for General TLS Encryption 

Hyper-V Replication Certificate

Anything else
